The five-year-old child development standard was issued on July 22, 2010. The standards are also the basis for developing programs and materials to propagate and guide parents and communities in the care and education of five-year-old children.
However, besides the advantages, the Department of Preschool Education said that in the content and form of the Standard, there are also some shortcomings.
The study "Adjusting the five-year-old child development standard set" carried out in 2015 by the Center for Preschool Education, Vietnam Institute of Educational Science showed that 120 basic indicators still ensure the appropriateness, even lice below the threshold achieved in the level of development of five-year-old children in Vietnam.
The study also shows that using the Standards to support the implementation of the Preschool Education Program is not completely appropriate, such as taking 120 indicators in the Standard as an educational goal and organizing training for each indicator. The standard is to evaluate the child.
The research team recommends that the Standard should periodically adjust or build a new one to suit the development of children throughout the territory, as well as a basis for adjusting the preschool program. In particular, it is necessary to build a set of child development standards that are linked to all ages and have a connection with the entry requirements of grade 1 students. Structure and quantity of standards and indicators need consider appropriately, reflect and include the comprehensive development of the child.

In order to align the content of the Code of Conduct with the national expectations of what five-year-olds should know and be able to do, it is necessary to work out the determination of the child's expected values, possibly adding indicators about adaptability, creativity, work organization, problem solving skills, confidence and self-esteem.
At the same time, it is necessary to build a set of tools for assessing the authenticity of the content of the Standard set, measuring on children of different sectors and regions to assess the level of standards in order to adjust and supplement the indicators. The new number is appropriate for the current educational context.
Besides, it is necessary to organize testing and assessing the authenticity of the age of the Standard set.
